In view of oral directions by this Court in the past, learned counsel for Zilla Parishad submitted that though the procedure is of giving on line application at present, in the present case, if the petitioner gives application in category no.4 and information in that form with regard to couple convenience ground in hard copy, the application will be accepted and if he is otherwise entitled to get the benefit, application will be considered and decided.
