The petitioner is not seeking any relief against the Scrutiny Committee. The petitioner is seeking relief against respondent Nos. 3 and 4 i. e. university and college respectively. Both are situated at Pune.

In view of that, this Court may not get territorial jurisdiction. The petitioner may take appropriate proceedings before the appropriate forum.
