The petitioner claims to be appointed on 01.03.2019 as Shikshan Sevak. The news paper, in which the advertisement may have been published, is not placed on record. 2.

The learned advocate for the petitioner submits that his only request is that respondent No.2 may consider the proposal dated 08.03.2019 submitted by respondent No.4 to the Education Officer for approving the appointment of the petitioner as an Assistant Teacher and further accord approval to his appointment as a Shikshan Sevak.

In view of the above, this Writ Petition is disposed off.

Let respondent No.2 consider the proposal dated 08.03.2019 strictly in accordance with the procedure laid down in law. The said authority would also scrutinize as to whether, the advertisement was published in any newspaper or whether, the newspaper had wide circulation, whether, the appointing authority was competent to make the appointment and whether, the publication of the advertisement appears to be an eyewash and all attending circumstances, before arriving at a conclusion on the proposal. Let this exercise be completed and a reasoned order be passed, on or before 28.02.2023.
