Mr. Salunke, learned Counsel for the petitioner submits that the petitioner is running B.Ed College since 2003-04. Every year No Objection Certificate is granted to the petitioner. For this academic year 2019-20 also recommendation was made by the Joint Director to the Director of Higher Education about grant of No Objection Certificate. The same has not been considered and the name of the petitioner is not included in the portal for admitting the students. The respondents be directed to include the name of the petitioner.

Mr. Narwadkar, learned Counsel for respondent No. 4 and the learned Addl. G. P. for respondent Nos. 1 to 3 submit that the petitioner has not been

2 902-WP12804-19.odt issued with the No Objection Certificate for this academic year. The document produced is only recommendation, however, as no NOC is issued, the name of the petitioner is not included in the portal for admitting the students. 3.

It is not disputed by all the learned Counsel for the respective parties that NOC is required to be issued every year. From the perusal of the documents placed on record, we do not find NOC issued for this year to the petitioner. The document dated 19.09.2019 relied by the petitioner is a recommendation by the Joint Director of Higher Education to the Director of Higher Education.

In absence of NOC, it will not possible to accede to the request of the petitioner.
