The petitioner is again before us faced with a difficulty that though this Court has directed a certificate of validity to be issued to him in the prescribed form, the scrutiny committee has issued him a certificate of validity with a rubber stamp impressed upon it to the effect that it is a conditional validity.

We have been repeatedly passing the orders by observing that even if this Court grants the certificate of validity making its validity subject to certain conditions, we direct a certificate of validity to be issued. The condition would bind the individual and cannot alter the prescribed Form 'G' provided in the rules of 2003 framed under the Maharashtra Act No. XXIII of 2001.

Since it is being pointed out that the computer program does not permit a fresh certificate to be generated, we dispose of the petition with a direction to the committee to issue a certificate of validity in form 'G' and till the time it happens, the certificate of validity possessed by the petitioner with a condition superimposed with words 'conditional validity' bearing serial no. 146456 shall be treated as certificate of validiity by everybody.
