We have heard the learned AGP. The transfers now cannot be effectuated in mid-term. The general transfers would be effectuated in March-April 2020. At that time, the petitioner may apply online suggesting all the facts and if the case of the petitioner during the general transfers is not considered, then the petitioner will have a right to make an application to the CEO as per the GR dt. 28.05.2019, which the CEO is required to consider on merits. 2.

With these observations, the writ petition is disposed of. No costs.
