The learned counsel for the petitioners wish to file composite petition with prayers which can be taken by the Division Bench. Therefore, he seeks permission to withdraw the present Writ Petition. At the same time, the learned counsel made prayer that the question which is raised in the present Writ Petition, shall also be kept open. 2.

Since the petitioners are withdrawing the present Writ Petition and since the learned counsel for the petitioners was not heard on merit, such liberty can be granted to the petitioners.

In that view of the matter, the present Writ Petition is dismissed as withdrawn with the liberty as prayed for.
