The Petitioner was in the service of the District Collector' s Office as an Ombudsman under a Scheme originally floated by the Union of India and implemented by the Government of Maharashtra. 2.

We have perused Section 3 (q) of Administrative Tribunals Act, 1985, which would cover matters relating to service of a person, including conditions of service in connection with the affairs of the State and as regards the remuneration, tenure, confirmation etc.. Section 15(1) and Sub Clause (a) would indicate that even matters pertaining to recruitment to any service of the State would render such matters maintainable before the learned Maharashtra Administrative tribunal.
