Heard. Perused the reply filed by the State.

Upon perusal of paragraphs 6 and 7of the reply and in particular, Instruction No.(iii) issued by Government of India, Ministry of Communication and IT, Department of Telecommunications, (AS Cell), Sanchar Bhawan, 20 Ashoka Road, New Delhi dated 9.8.2012, we are not inclined to entertain this application.
