Leave to add Accountant General, Maharashtra, Mumbai, as party Respondent. Amendment shall be carried out forthwith. Learned A.G.P. waives notice for added Respondent. Considering the urgency, a proposal has already been moved to the State Government seeking permission to open PLA account in the name of Tahsildar, Shahada. It is informed that PLA account cannot be opened without prior permission of the Accountant General. The State authorities are required to issue directions to the Accountant General to accord permission. In the facts and circumstances of this case, petition can be disposed of by directing Respondent No.3 and added Respondent No.6 - Accountant General, Maharashtra, Mumbai, to
