Heard Mr. Narwade, learned counsel for the petitioner, at length.

Prayer in the petition is for permission to start manual typewriting institute. Such request of the petitioner came to be rejected vide communication dated 13th May, 2019. 3.
So as to substantiate the aforesaid claim, learned counsel Mr. Narwade has placed on record the recent policy of the State Government so also the order passed by this Court in earlier round of litigation on 9th January, 2019 delivered in Writ Petition no.333 of 2019.

Fact remains that the policy, which is placed on record governs only grant of renewal of such permission and not grant of permission for opening new institute.

We have heard Mr. Sangle, learned AGP for Respondents. This Court has already considered the stand of the Government regarding computer training institute alongwith manual typewriting institute. The Government Resolution dated 31.10.2013 makes it clear that the stand of the Government is, as the manual typewriters are outdated and their spare parts are also not available, the Government is proposing to discontinue manual typewriting from 2015 in the phased manner and promote computer typewriting in all typewriting institutes. 6.
In view of above, in absence of there being any approval, it is not appropriate to direct the respondent/State Government to grant permission to the petitioner to open manual typewriting institute. Petition accordingly disposed off. However, in case of change in policy of the Government, it shall be open for the petitioner to approach this Court.
