PER COURT:- 1.

The learned counsel for the petitioner submits that, the validation proceeding is pending with the Committee since April 2018. The same is not yet decided.

It is submitted that, the proceeding is pending before the Committee for vigilance. The petitioner has completed his final year of Engineering. The documents are not issued.

The petitioner shall appear before the Committee on 03.02.2022. The Committee thereafter, shall endeavour to decide the proceeding within a period of four months from the date of appearance of the petitioner.

The respondent nos.3 and 4 shall not withhold the Transfer Certificate and mark sheet of the petitioner of 5th, 6th and 7th semesters only on the ground that the validation proceeding is pending. The degree certificate may not be issued until the petitioner produces the validity certificate.

Pursuant to the decision taken by the Committee, further steps be taken by the parties. 6.

It is made clear that, petitioner shall not take benefit of reservation until the petitioner produces the validity certificate. 7.

Writ Petition is disposed of. No costs.
