The petitioner had appeared for Final Year Diploma in Civil Engineering examination held in April-May 2017, however, the original marks memo has not been issued to the petitioner. The petitioner had taken admission to the course from reserved category and validation proceeding in respect of tribe claim of the petitioner is pending since 2014.

The learned A.G.P., on instructions states that the Committee has referred the matter for vigilance.

It appears that after the proposal is submitted to the Committee seeking validation, the petitioner has almost completed the course, three and half years have lapsed. The Committee ought to have decided the validation proceeding by now. Considering that the marks memo and degree certificate are held by the respondents for non-availability, it would be proper to direct the respondent no.2 Committee to decide the tribe claim of the petitioner.

Respondent no.2 - Committee shall decide the validation proceeding of the petitioner within three months from today. The petitioner shall appear before the Committee on 29th January 2018. 5.
Dependent upon the decision that would be delivered by the Committee in the validation proceeding, respondent no.3 may take further steps with regard to issuance/non-issuance of marks memo and degree certificate.

Writ Petition stands disposed of. No costs.
