The petition is filed for seeking direction against the Additional Commissioner to decide the appeal filed under the Village Panchayats Act expeditiously. The submissions made show that the caste validity certificate was obtained by petitioner who was Sarpancy. It is her case that it was obtained within time and it was produced within six months from her election and there is such acknowledgment with her. When show cause notice was issued by the Collector to all such persons, the petitioner did not remain present and due to that the order came to be passed.

In support of her contention there is record. In view of this contention and as election is not yet declared and as the post is fallen vacant, Additional Commissioner needs to decide the appeal expeditiously.
