The proposal seeking approval to the appointment of petitioner as a junior clerk is rejected basically on the ground that staffing pattern has not been sanctioned.

As per the Government Resolution dated 20.01.2019 the staffing pattern for class III post (clerk) has been sanctioned. 3.

In light of that the impugned order is quashed and set aside. The Education Officer shall reconsider the proposal seeking approval to the appointment of petitioner on its own merits and in accordance with law, preferably within 4 months.
