In spite of issuance of notice to respondent No.2-Manish Munnalal Dhakar, it returned unserved with endorsement that he is not residing on the given address. Hence, in view of nature of subject-matter as well as reasons mentioned in the application, permission is granted to serve the notice to respondent No.2 through paper-publication.
