There is innocuous prayer in the Petition, in as much as direction is sought to Respondent No.1 to decide the proposal dated 5th December, 2013 submitted by Respondent No.2 to Respondent No.1 in accordance with law.

In the light of above, we direct Respondent No.1 to decide the said proposal in accordance with law and keeping in view the service record of the petitioner, if already not decided, as

We make it clear that we have not expressed any opinion on merits of the contentions raised in the said proposal or in this Petition, and it is for Respondent No.1 to take appropriate decision on the said proposal.
