It appears that after initial queries and responses, ultimately by the latest correspondence dated 12.09.2024, the petitioner seems to have forwarded all requisite documents. The communication dated 12.09.2024 seems to be addressed to respondent Nos.2 and 4.

We dispose of the Writ Petition with the direction to

*2* 923wp12815o24 respondent No.4 to immediately, if he has not already, forward the communication dated 12.09.2024 received by his office on the same date, to respondent No.2 and respondent No.2 shall thereafter decide the proposal as expeditiously as possible and in any case within six weeks of receipt of the communication from respondent No.4.

It is made clear that independently if respondent No.2 has received the papers directly with the communication dated 12.09.2024, he shall be at liberty to process the proposal and take a final decision at the earliest.
