Learned counsel for the petitioners submits that the proposal submitted by the Head Master seeking approval to the appointment of the petitioners is pending since 2012. It is not yet decided.

In case the proposal seeking approval to the appointment of the petitioners is pending with respondent No. 3 [Exh. E], then the Education Officer shall decide the same on its own merit expeditiously and preferably within four months from the date of this order.
