Learned Advocate for the Applicant submits that, due to financial constraints, the Applicant could not approach this Court within the stipulated time.

The Application is opposed by the learned AGP for Respondent No. 1 and learned Advocate Mr. Shivraj Kadu for Respondent No. 2.
