PER COURT :- 1) Heard learned Counsel for the respective parties. 2) A limited grievance in the petition is that the proposal for granting approval to the appointment of petitioner No.3, which is stated to be pending with Respondent Nos. 2 and 3.

3) We direct Respondent Nos. 2 and 3 to take decision on the said pending proposal on its own merits in accordance with relevant Rules/policy, as expeditiously as possible and preferably within a period of 12 weeks from today and communicate the decision to the petitioner.

4) Needless to observe that in case Respondent Nos. 2 and 3 wish to hear petitioner No.3, they will be at liberty to do so.

5) The petition is disposed of on above terms.
