1] Heard learned counsel for the petitioner and the learned AGP for the respondent nos.1 & 2. None appears for the respondent nos.3 & 4 though affidavit is filed on their behalf.

2] The proposal is submitted by the petitioner in the year 2010 for starting the 8th Standard. The same is not forwarded. The affidavit says that at the relevant time, there were no guidelines in existence.

3] The proposal of the year 2010 has become stale. It

WP 533/11 - 2 - would be appropriate for the petitioner to file a fresh proposal.

4] The petitioner may file a fresh proposal with the respondents for starting the 8th Standard in the school alongwith all necessary documents. Upon receipt of the said proposal, the respondent - authorities shall process the same and if found in order, shall forward it to the respondent no.1. The proposal shall be processed within a period of three months on receipt of the same from the petitioner. The writ petition is accordingly disposed of. No costs.
