We dispose of the writ petition with following directions. 2.

The respondent No. 3 shall treat the present petition as representation of the petitioner and pass appropriate order within a period of eight (08) weeks from the date of appearance of the petitioner before the respondent No. 3. The petitioner shall appear before the respondent No. 3 on 05th April, 2023. The respondent No. 3 shall give an opportunity of personal hearing to the petitioner.
