The petitioner has directly approached this Court, seeking issuance of a Writ of Mandamus under Article 226 of the Constitution of India. He has not approached any authority. The Head Mistress of the School has forwarded his proposal to respondent No.2 for granting an approval to his shift in status of 'Part Time Librarian' to 'Full Time Librarian'. It is contended that, when the petitioner joined employment on 23/03/1998, the strength of the students was more than 2000.

The learned Advocate for the petitioner submits that respondent No.3 should decide the pending proposal, which has been forwarded by the Head Mistress to respondent No.2.

This petition is, therefore, disposed off. We direct respondent No.2, who has received the proposal from the School, dated 13/11/2018, to forward the said proposal to the Competent Authority for a decision, if not already decided. Let a decision be arrived at by the Competent Authority within a period of three months from today, by following the due procedure laid down in law.
