By way of interim order, the Court had directed the Management to add the petitioner's name in Shalarth ID and send the salary bills. Respondent No.6 sent the bills. However those were sent for the post of Shikshan Sevak. The petitioner's contention is that he has already completed three years and he was eligible for confirming by way of sending the approval for permanency to the Education Officer.

In pursuance of the proposal sent by the Management, the Education Department could not approved the bills, as there was no proposal for permanency in service.

Counsel for the Management states that it would send the proposal within two weeks from today.

In view thereof, we dispose of this writ petition by directing the Respondent Nos. 5 and 6 to submit the proposal for approval of permanency for the petitioner on the post of Lab Assistant within two weeks. Thereafter Education Officer should take the decision within three weeks, and communicate the same to the Management. 6.
If the proposal of permanency is accepted, then from the date of communication of the decision of Education Officer, Respondent No.5 and 6 should submit the appropriate bills to the Education Officer within two weeks and thereafter within three weeks, Education Officer should take appropriate decision.
