We have heard learned Advocate for the petitioner as also the learned A.G.P.

The writ petition is disposed of directing respondent Nos.2 and 4 to take appropriate effective steps as contemplated under that provision as expeditiously as possible and in any case within four weeks in tune with the directions issued in
