When the matter is called out, none appears for the petitioner. We have carefully perused the prayers in the petition. Time being, we are not inclined to entertain the relief claimed in terms of prayer clauses (B) and (D). However, we are inclined to consider the relief claimed in terms of prayer clause (C). Accordingly, we direct respondent No.3 to consider the representation dated 18th August, 2017 filed by the petitioner if already decision is not yet taken, on its on merits and in accordance with law as expeditiously as possible, however, within 12 weeks from today. It may be open for respondent No.3 to issue notice to the petitioner and other affected parties, and thereafter, take the appropriate decision. We have not expressed any

It will be open for the petitioner to claim the relief in terms of prayer clauses (B) and (D), however, depending upon the outcome of his representations which are pending with the respondent No.3. 3.
