The proposal for grant of approval of the petitioner is pending before the respondent No. 2 from last eleven months. The respondent No. 2 had asked to comply with certain queries. Those were complied with from time to time. Even, then the respondent No. 2 did not take decision on the proposal of the petitioner.

Issue notice to the respondents. Learned Addl. G. P. waives service of notice for respondent Nos. 1 and 2. Learned counsel Mr. Wagh, waives service of notice for the respondent No. 3.
