This Petition can be disposed of by directing the Respondent No.4 - Scrutiny Committee to take decision on the tribe certificate validation proposal of the Petitioner pending with Respondent No.4 - Scrutiny Committee as expeditiously as possible, preferably within the period of ONE YEAR from today and it is accordingly directed.

In the meanwhile the Respondent No.3 College shall not take any adverse action against the Petitioner on the ground of her failure to submit validation certificate. Respondent No.2 University shall permit the Petitioner to appear for examination, subject to the decision of validation claim pending with Respondent No.4 - Scrutiny Committee.

With the directions as above, the Writ Petition stands disposed of.
