Heard learned counsel appearing for the rival parties. 2.

There is an opposition by Village Panchayat for auction of the sand spot located within the boundaries of the village. Government Resolution dated 12th March 2013 and more specifically Clause 17 provides for filing complaint to the Minister Level Committee constituted in pursuance to the Government Resolution dated 25th May 2011. It would be open for the petitioners to approach the Minister Level Committee for redressal of their grievances. If the petitioners approach the Minister Level Committee within seven days from today, the Minister Level Committee shall take appropriate decision on the complaint filed by the petitioners, within fifteen days from the date of receipt of the complaint.

Until the decision of the Minister Level Committee, the letter of authorization for excavation of sand shall not be issued, although the proceedings in respect of auction may continue. 4.

With the directions as above, the writ petition stands disposed of. 5.
