The learned counsel Mr. S. C. Arora submits that he has instructions to appear on behalf of respondent No.3. 3.

There appears delay of 142 days, which appears to be caused due to the poor fnancial condition of the applicants. Though the learned counsel for respondent No.3 acquiring body strongly opposed the application, but for the reasons stated in the application, the delay of 142 days stands condoned. 4.
