It appears that respondent No.4 forwarded the proposal for approval to the appointment of the petitioner, however, according to the counsel appearing for the petitioner, the respondent No.3 has not taken decision.

We direct the respondent No.3 to take the decision, if already not taken, on its own merits as expeditiously as possible till within 4 weeks from today and communicate the said decision to the petitioner.
