The grievance raised by the petitioner in the instant petition relates to payment of monthly emoluments. It is contended that the directions issued by the Central Government in respect of payment of monthly emoluments has not been observed by Respondent No.3. It is not a matter of dispute that the Director of Higher and Technical Education is the authority who can look into the grievance and if at all there is breach, the concerned authority may initiate appropriate action. 1 / 2

In that circumstances, we permit the petitioner to tender a representation setting-forth their grievance to the Director of Higher and Technical Education. If such a representation is tendered within a period of four weeks from today, the Director of Higher and Technical Education shall pass appropriate orders or may issue appropriate instructions or may take appropriate action if deem necessary as expeditiously as possible and preferably within a period of eights weeks from the date of the receipt of the representation. It is expected from the Director of Higher and Technical Education to extend the opportunity of hearing to all the parties.

With the directions as above, the writ petition stands disposed of.
