The petitioner is aggrieved by the order dated 06.12.2016 passed by respondent no.3 - District Deputy Registrar (Co-operative Societies). By the said order, respondent no.3 has
given sanction to fill-up three posts of Junior Clerks.

The contention of the petitioner is that the sanction order is contrary to the enquiry report and Government Resolution dated 28.08.2014. 4.
In our view, the objection of the petitioner is without substance. We have perused the impugned order. The impugned order, in terms mentions that the decision to fill-up three posts shall be subject to certain conditions, which are mentioned below the said sanction. Condition no.2 in terms states that while filling-up the said posts, relevant Government Resolutions/Circulars, which have been issued from time to time, shall be followed. It is obvious that if the impugned sanction order is contrary to certain report, Government Resolutions and circulars, then the sanction would remain on paper only.
