ORDER :

The petitioner claims that the benefits be given to him considering his date of appointment as 27.06.1988. The respondents are considering the date of appointment as 12.03.1993, which is erroneous.

We have heard the learned Assistant Government Pleader also.

No explanation is forthcoming for approaching the Court after delay of more than 25 years.

The petitioner may approach the Education Officer with regard to his grievance. The Education Officer shall consider the earlier approval orders, the service record and then take appropriate decision. However, it is made clear that even if the Education Officer comes to the conclusion about entitlement of the petitioner, the petitioner will only be given notional benefits of the same for the past years.
