This petition can be disposed of by issuing directions to Respondent No.2-Scrutiny Committee to take decision on the proposal in respect of verification of caste certificate issued in favour of the petitioner, as expeditiously as possible, preferably within a period of one year from today; and it is accordingly directed. It is the contention of petitioner that proposal is pending with the Scrutiny Committee since 25.07.2013 and same has not yet been decided. Petitioner apprehends adverse action at the instance of employer as a result of his failure to submit validation certificate. Respondent No.3 is directed not to take any adverse action against the petitioner until decision on the proposal in respect of verification of caste certificate issued in favour of the petitioner, pending with the Scrutiny Committee.
