The proposal seeking approval to the appointment of the petitioner is rejected.

Mr Shinde, the learned advocate for the petitioner submits that, while rejecting the proposal seeking approval to the appointment of petitioner no reasons are enumerated. 3.

We have heard learned AGP.

The order on record does not specify the specific reasons. If the Education Officer is not inclined to grant approval to the appointment of petitioner, then reasons ought to have been specified. The ground that it has been submitted late, cannot be the reason for rejection of the proposal.

As no specific grounds are detailed in order, the impugned order is quashed and set aside.

The Education Officer shall decide the proposal seeking approval to the appointment of the petitioner afresh preferably within four months.
