The grievance of the petitioner is that his proposal alongwith the recommendation of respondent Nos. 3 and 4, is not decided. We are of the view that the petition can be disposed of by directing respondent No. 1 to take decision on the petitioner's proposal, one way or the other, on merits and in accordance with the law within four weeks, if possible after hearing the petitioner. All other contentions are kept open. The Writ Petition stands disposed.
