1] The petitioner has filed the present petition challenging the order passed by the Hon'ble Minister, thereby rejecting the interim stay application filed by the petitioner in Appeal No.54 of 2023. This Court vide order dated 24.11.2023 issued notice and granted stay to the operation, execution and implementation of order dated 15.09.2023 passed by respondent No.2 - Divisional Joint Registrar in Appeal No.5 of 2023. After notice, the respondent No.5 has entered appearance and filed his reply. 2] Having considered the rival submissions, instead of keeping the matter pending for a long time, it would be appropriate to direct the Hon'ble Minister to decide the pending appeal No.54/2023 as expeditiously as possible.

156-WP-144-23 3] The Division Bench of this Court vide order dated 20.10.2023 in Writ Petition No. 13133 of 2023 has already passed directions to respondent No.1 to decide the pending appeal within 150 days. As the directions to decide the pending appeal within 150 days, are passed by the Division Bench of this Court in the aforestated writ petition, the respondent No.1 is directed to follow the said directions.

4] The order dated 24.11.2023 in the present Writ Petition would continue to operate during the pendency of the appeal before the Hon'ble Minister.

5] The Writ Petition is disposed of.
