It appears that the University has given negative recommendation.

In case the proposal is forwarded by the University to the State Government, though by negative recommendation, and if the same is still pending with the State Government, the State Government shall take decision on it in accordance with law, expeditiously and preferably within a period of four (04) months.

Writ Petition is disposed of. No costs.
