The grievance of the petitioner is that only because the Government Authority has not issued the covering letter, the proposal seeking verification of the tribe claim of the petitioner is not accepted by the committee.

We have heard the learned A.G.P. also.

Even if, a private person submits the proposal for verification of caste claim the committee is duty bound to accept it.

In case the proposal is submitted by the petitioner complete in all respect, then the respondent No. 2 shall not refuse to accept it only on the ground that a private party has made the proposal. The proposal shall be accepted, in case it is in proper format and complies with all requirements. 6.
