The petitioner is challenging the order of respondent No.4 /Education Officer (Secondary) Zilla Parishad, Latur, dated 14/12/2023, refusing to grant approval to her appointment on the ground that her appointment was after 20/06/2018 and without resorting to the scheme of 'Pavitra Portal'.

Considering inability of the State Government in spite of its declared policy to implement the scheme of Pavitra Portal, this Court has been consistently directing the Education Officers/Directors to decide the proposal for grant of approval without resorting to sole reason assigned in the impugned order.

We dispose of the writ petition by quashing and setting aside the impugned order and by calling upon the respondent/Education Officer (Secondary), Zilla Parishad, Latur, to take a fresh decision on the same proposal for grant of approval to the petitioner's appointment, however without resorting to the reason assigned in the impugned order, as expeditiously as possible and in any case within a period of six weeks.
