In view of Clause Nos. 1 and 2 of the Government Resolution dated 02nd June, 2016, we see no reasonable cause for interference in the impugned order dated 18th January, 1999. 3.

Apart from above, the petition is preferred after a lapse of around 20 years, for which there is no convincing reason. In the light of that petition is dismissed.
