The Petitioner admits in paragraph 9 that he has received the Vigilance Cell report with a notice of hearing from the Committee. He admits that he did not thereafter submit a reply or appear before the Committee because of Covid. 2.

All Covid lock-down restrictions were lifted by January-2021. At this stage, that reason cannot be accepted.

In view of the above, this Petition is disposed off with a direction to the Petitioner to tender a written explanation/written notes of submissions to the report, on or before 10.01.2024. Thereafter, the Committee would proceed to deliver its order, on or before 29.02.2024.
