It appears that respondent no.3 had called for rates from the petitioner and two others for supply of registers/stationery. The rate quoted by the petitioner was Rs.18,500/- for a set of 38 registers, whereas, respondent no.5 quoted rate of Rs.8780/- for set of 38 registers. According to respondent no.3, the quality of registers of both petitioner as well as respondent no.5 are as per requirements and acceptable.

Now, the learned counsel for the petitioner on instructions submits that the petitioner is ready to lower his rates to the rates given by respondent no.5.

In such scenario, respondent no.3 may invite the petitioner and respondent no.5 and would give work order to the most competitive bidder that is one who gives the lowest rates. The parties are free to bid below Rs.8780/- for a set of 38 registers and maintaining the same quality which was offered and called for.

With these observations, writ petition is disposed of. No costs.
