The learned counsel for applicants submits that, as per order dated 16.01.2018, the petitioner was to submit refreshing representation within a period of three months. However, same has been submitted on 27.11.2018.

This Court had not directed the applicants to submit refreshing representation. It was the statement of the applicants that was recorded in the order. The respondents were directed to take decision within a period of six (06) months from the date of submission of refreshing representation. Six months would start from the date the applicants submit refreshing representation.
