Mr. Adhav, the learned advocate for respondent Nos. 2 and 3 submits that, the petitioner has a remedy of appeal before the Chief Executive Officer.

In view of that, we dispose of the writ petition with liberty to the petitioner to avail the remedy of appeal. All contentions of respective parties are kept open. In case, an appeal is filed, the authority where the appeal would be filed, shall consider the time spent in prosecuting the present petition.

For a period of seven (07) days from today interim protection granted by this Court on 20.12.2017 shall continue. Needless to state on lapse of seven days, the said protection shall come to an end.
