These matters were heard for some time.

The learned Government Pleader takes a serious exception to entertain these Petitions, which according to him, will open floodgates. The grievance of the Petitioners has to be addressed to the Divisional Commissioner.

The learned Government Pleader and the learned Advocate representing the Zilla Parishads submit on definite information that the software utilized by the 'VINSYS IT Services India Private Ltd.' permits change of the 'District' by way of editing an application filed earlier. However, it does not permit the change of 'Category'. So also the communication dated 30/11/2023, addressed by the State Government to all the Chief Executive Officers, Zilla Parishads in Maharashtra only permits editing of the 'Districts' and not the 'Category'. 4.
In view of the above, the Petitioners are at liberty to tender an affidavit to Respondent/Education Officer, praying for disposal of their earlier Applications. If such affidavits are filed by the Petitioners, their earlier applications would be treated as
(3) withdrawn and they would be at liberty to file a fresh online application for the academic year 2024-25 as per the transfer process in vogue.

The online application will be tendered on the Portal by the last date (today). The Zilla Parishad shall permit them to make such online application in the office of the Education Officer, in accordance with the policy.

All these Writ Petitions stand disposed off.
