Mr. Chavan, learned counsel for the petitioner submits that the impugned order is passed against documentary evidence on record. The family of the petitioner and the one who has been given benefit of P.A.P. are different.

Mr. Navandar, learned counsel for respondent-University submits that considering the entire record, the order is passed.

We have considered the submissions. There is no independent evidence to conclude that the reasons given in the impugned order is erroneous.
