The petitioner is assailing the order of the Chief Executive Officer negativing the application of the petitioner about his transfer as per GR dated 28.05.2019. The remedy is provided for an appeal before the Commissioner.

According to the petitioner the letter issued by the Additional Divisional Commissioner on 11.01.2019, would come in the way of petitioner. The same does not appear to be an order passed by the Commissioner after hearing the petitioner.

The petitioner can bring all the relevant facts to the notice of the Commissioner. Naturally, the Commissioner shall have to consider all the aspects and take decision on its own merits. He would not be
